  Dear Sir/Madam
  My name is Asadullah Salarzai and I am working for World Bank Project which implemented by Ministry of Agriculture, Irrigation and Livestock as Seed Program Coordinator.
  We signed a Memorandum of Understanding with Department of Field Crops, Faculty of Agriculture and Directorate of Training and Social Facilities, Akdeniz University, Antalya, Turkey. The purpose of this MoU is to provide training on “ Advances in Agriculture Research Management including field crops breeding, production and protection and for farm management” for departmental candidates working at Agriculture Research Institute of Afghanistan, under the Ministry of Agriculture, Irrigation and Livestock, MAIL. WB/AAIP will facilitate the administration and financial support for the conduction of this training.
  We will send 15 candidates for 45 days to turkey. The mentioned Turkish University demanding for 80% of the budget in advance. Before transferring of the 80% Budget in Advance we want to confirm the mentioned university with respected embassy of Turkey in Kabul and after your confirmation we will transfer the mentioned amount.
  Could you please kindly conform Department of Field Crops, Faculty of Agriculture and Directorate of Training and Social Facilities, Akdeniz University, Antalya, Turkey that this is register university with government of Turkey.
